Finance & Administration Division (F&A)

Role of F&A

The support division, Finance and Administration (F&A) provides the administrative and logistic support for the core divisions (HRPD & MSD)

Functions

The functions include the following:

  • Implement policies to ensure the continued availability of resources, services, facilities and equipment to support the functions of all Divisions of the Commission;
  • Establish systems and procedures designed to safeguard the interests of the Commission in all financial transactions relating to its Annual Budget and authorised expenditures;

Management Services Division (MSD)

Role of MSD

The Management Services Division (MSD) is one of three Divisions created by the review of the vision, mission, objectives and organizational structure of the PSC.

Functions

Within the framework of its overall objective, the MSD performs a number of key functions and task as listed below:

  • Prepare plans and annual budget of the Division and ensure the implementation of planned activities to achieve the objectives of the Commission in the area of Management Services;
  • Provide management consultancy service to Public Services upon request or in response to superior authority;
  • Establish and disseminate policy guidelines for the establishment /determination of performance indicators/performance measurement to ensure accountability and sound performance management in the public services.
  • Formulate and periodically review performance monitoring framework for the various environments of the Public Services;
  • Conduct workshops, seminars, meetings/conferences to collect and collate views for policy reviews on performance improvement plans and performance reporting formats;

Human Resource Policy Division (HRPD)

The Human Resource Policy Division (HRPD) is one of the two core divisions of the Public Services Commission. HRPD has the following three sub-divisions:

  • Appointments, Discipline & Promotions (ADP) Dept.
  • Compensation, Benefits & Conditions of Service (CBCS) Dept.
  • Petitions, Appeal & Grievances (PAG) Dept.
Functions

Its main responsibilities are:

  • Prepare plans and annual budget of the (HRPD) and ensure their implementation to achieve the objectives of the Commission in the area of Human Resource Policy.
  • Formulate and periodically review policy guidelines on Appointments, Promotions and Discipline for all Public Service environments;
  • Conduct workshops, seminars, and conferences/meetings of stakeholders to collect and collate views for policy reviews on Appointments, Promotions and Discipline;

Research, Information, Monitoring and Evaluation (RIME) Division

RIME DIVISION

The Research, Information, Monitoring and Evaluation (RIME) is one of four Divisions created by the review of the vision, mission, objectives and organizational structure of the PSC.

RIME Division comprises three (3) full-fledged units:

  • Information Management Unit
  • Monitoring and Evaluation Unit
  • Human Resource Management Information Systems Unit.

The Information management Unit has two further sub-units namely: Information Technology and Library Units

The Research, Monitoring and Evaluation Unit also has two sub-units namely: Research and Monitoring &Evaluation Units.
