Linking Pay to Performance and Productivity
Strengthening Fairness and Efficiency in the Public Service
The Public Services Commission (PSC) and the Fair Wages and Salaries Commission (FWSC) are spearheading the implementation of the Linking Pay to Performance and Productivity (LPPP) initiative—an important reform aimed at strengthening fairness, accountability, effectiveness, and efficiency across Ghana’s public service.
The LPPP initiative seeks to align compensation more closely with measurable performance and productivity outcomes.
The initiative will enhance service delivery, promote equity in remuneration, and ultimately contribute to national productivity.
As part of the implementation process, the PSC and FWSC are supporting selected pilot Public Service Organisations (PSOs) to adopt structured performance management practices through the PSC Performance Management System. This includes setting clear institutional targets, defining key performance indicators, and ensuring that all staff have annual performance targets aligned with organisational goals.
To support implementation, the PSC and FWSC have rolled out a series of capacity-building activities. The initiative commenced with virtual training sessions involving the selected pilot institutions.
The selected pilot institutions are:
- The Public Services Commission (PSC)
- The Office of the Head of Civil Service (OHCS)
- Fair Wages and Salaries Commission (FWSC)
- Minerals Commission, Lands Commission
- State Interest and Governance Authority (SIGA)
- Lands Commission
- Driver and Vehicle Licensing Authority (DVLA) Ghana Standards Authority (GSA)
- Water Resources Commission National Lottery Authority (NLA)
- National Commission on Small Arms and Light Weapons
- SIC Life Insurance Limited
- Environmental Protection Agency (EPA) Food and Drugs Authority (FDA)
- National Communication Authority (NCA)
- Energy Commission Gaming Commission
- National Petroleum Authority (NPA)
- Minerals Commission
Deployment is currently underway, with joint teams from the PSC and FWSC engaging directly with these selected pilot entities to provide technical support and ensure effective adoption of the framework.
The LPPP initiative represents a significant step toward building a more results-oriented public service—one that recognises performance, ensures fairness, and delivers more efficient and responsive services to citizens.
