Dr. (Mrs.) Harriet Bani – Secretary

Dr. Harriet Bani is the Secretary to the Public Services Commission. She is an expert in public policy and human resource management, and a seasoned public servant with decades of experience dedicated to driving organizational change, regulatory compliance, and accountability within the public sector of Ghana.

Dr. Bani holds a Doctor of Philosophy (PhD) in Public Policy and Administration from Walden University. She also holds a Master of Public Administration (MPA) from the Ghana Institute of Management and Public Administration (GIMPA) and a Bachelor of Arts (BA) degree from the University of Ghana. Her doctoral research notably focused on the capacity of human resources to drive organizational change and improve service delivery within Ghana’s public service institutions.

Throughout her career, she has established herself as an authority in organizational development, working to strengthen financial integrity, combat financial crimes, and improve inter-agency collaboration among law enforcement and regulatory bodies.

Prior to assuming her current role, Dr. Bani served extensively within the Secretariat of the Public Services Commission as a Deputy Secretary. In this capacity, she provided direct supervision over several critical divisions, including the Petitions, Appeals & Grievances Unit; the Appointments, Promotions and Discipline Unit; the Benefits and Conditions of Service Unit; and the Human Resource Development & Examinations Unit.

During her tenure at the Commission, she has been highly instrumental in the formulation of human resource management policies and the implementation of the Human Resource Management Policy Framework and Manual (HRMPF&M). Her work continues to provide the strategic policy guidance needed to safeguard and promote a high caliber of integrity, efficiency, and competence across public service organizations in Ghana.
