Prof. Kwame Boafo-Arthur – Ex Officio (Part Time) Member

Professor Kwame Boafo-Arthur holds a PhD (1991) in Political Science from the University of Ghana, Legon. After obtaining his first degree in Political Science from the University of Ghana in 1979, he studied at Carleton University in Ottawa, Canada for his Master of Arts Degree in Political Science (1983). He is also a Barrister-at-Law and a Solicitor of the Supreme Court of Ghana and was called to the Bar in October 1997.

Prof. Kwame Boafo-Arthur has been teaching at the University of Ghana since October 1985. He has been a Visiting Scholar/Fellow at various institutions, notably: Nordic African Institute, Uppsala, Sweden, African Studies Centre, Leiden in the Netherlands, Department of Peace and Conflict Research, University of Uppsala, Sweden, School of Oriental and African Studies (SOAS-U.K.) etc. He was also a Fulbright Senior African Research Scholar at the James S.  Coleman African Studies Centre, University of California, Los Angeles (UCLA) in 1998. Between 2000 and 2010, he was the Coordinator, Fulbright Hays Visiting Scholars’ Lecture Programme in Ghana.

He has published extensively on Ghana’s political economy, international economic relations, foreign policy, civil society, the environment, and African development in journals of international repute. His publications include: Regime Change and Foreign Policy Orientation in Ghanaian Politics: The Post-Nkrumah Years in Perspectives (2008), Democracy and Stability in West Africa: The Ghanaian Experience (2008), and Ghana: One Decade of the Liberal State (2007).

He has consulted for the United Nations Educational Scientific and Cultural Organisation (UNESCO), International Federation of Electoral Systems (IFES), Global Coalition for Africa, the Commonwealth Human Rights Initiative, The International Centre for Transitional Justice (ICTJ) in New York, Council on Foreign Relations, New York, USA, the Council for Development of Social Science Research in Africa (CODESRIA) and others. He was part of a team of Consultants for the Ghana National Reconciliation Commission.

He was the Head of Department of Political Science, University of Ghana, Legon from January 2002 to November 2009. He was appointed the Director of the Legon Centre for International Affairs and Diplomacy (LECIAD), 2009-2012. From 2013 to 2015 he was a Visiting Professor on sabbatical leave at the Department of Political Science Education at the University of Education, Winneba.

He has been a member of several committees and boards at the University of Ghana. He has also served on various panels for the selection of Pro-Vice Chancellors and Deans apart from being a long standing member of the Appointment and Promotions Board of the University of Ghana and the Faculty of Social Science Appointment Review Committee when in active service. He was the University Assessor for Humanities at the Appointment Board of the University for four years. He has supervised many students at the MA, MPhil, and PhD levels at the Department of Political Science, University of Ghana, Legon, The Legon Centre for International Affairs and Diplomacy (LECIAD) and the University of Education, Winneba.

He has also served as External Examiner/Assessor for the Department of Political Science and History of the Kwame Nkrumah University of Science and Technology (KNUST), Ghana Institute of Management and Public Administration (GIMPA), Fourah Bay College, Sierra Leone, University of Ibadan, University of Education, Winneba, Michigan State University, USA, and the Social Science Research Council (SSRC), Brooklyn, New York, USA.

In July 2017, Professor Boafo-Arthur was appointed the Chairman of the Governing Council of the National Council for Tertiary Education (NCTE) by the President, Nana Addo Danquah Akufo-Addo. In September 2021, Professor Kwame Boafo-Arthur was appointed by the President of the Republic, Nana Addo Danquah Akufo-Addo as the Chairman of the Governing Board of the newly created Ghana Tertiary Education Commission (GTEC). In January 2023, he was appointed by the President as an Ex-Officio (Part-Time) member/Commissioner of the Public Services Commission (PSC) of Ghana.
